The Minister of Education and Higher Education, Dr. Rima Karami, chaired an expanded meeting of the TREF credit fund (TREF), with the participation of the Director General of Education, Mr. Fadi Yarq, and the head of the Educational Center for Research and Development, Professor Hayam Isaac, the representative of the European Union Alexandra Vizer, and UNICEF representative in Lebanon Achilles, along with representatives of partner countries and international organizations And the Ministry’s work team.


In her opening speech, Minister Karami thanked the attendees, states and organizations supporting the fund, praising the fruitful cooperation that contributed to facing the growing challenges in the educational sector. She emphasized that “the ministry is in urgent need of international support, in order to implement its priorities and secure good education for all.”

She stressed that “the stage is accurate and there is no room for wasting time”, calling for a joint move to consolidate governance, develop institutional structure, modernize digital infrastructure, and provide basic educational services.

Karami also stressed the importance of coordination with the local authorities and strengthening partnerships to support the educational effort, and ensuring that education has reached all those who are entitled, including compensation for educational losses, digital literacy, and expanding technology use.

She highlighted the necessity of securing vocational stability for teachers and their continuous training, in addition to preparing education and qualifying directors and caring for human resources in schools, especially in light of the presence of a large number of affected schools that need to be restored and equipped with digital infrastructure and modern educational means.

Part of the meeting was devoted to presenting the credit fund system, available funds, and the mechanism of distribution, while addressing the increasing educational needs and the development of the number of students registered in public schools.

The speakers stressed the importance of comprehensive education and quality, noting the need to support irregular education as a basic tributary, with a focus on the needs of students outside the official educational system.
