A strategic plan for the advancement of the aviation sector and the promotion of Beirut port


The Minister of Public Works and Transport Fayez Rasamani revealed the ongoing work to prepare a national strategic framework for the aviation sector, stressing in an interview with the electronic newspaper “Al -Anbaa”, the Ministry is directly taking practical steps to establish the body regulating the civil aviation sector, in accordance with the provisions of Law No. 481 issued in 2002, where the organization’s organizational structure was completed and transferred to the Ministry of Administrative Development in preparation for the initiation of the employment stage, according to the mechanism Approved by the Council of Ministers.

On the reconstruction of the infrastructure after studying the World Bank, Rassamni stressed the Ministry of Full efforts to contribute to any integrated plan that is approved at the national level, explaining that the ministry puts its technical expertise in the state’s behavior to support the path of promotion and rebuilding. He pointed out that the delay in financing from the World Bank is due to the necessity of fulfilling the conditions of governance, transparency and the state’s commitment to the required reforms, noting that the financing is directly linked to the implementation of these reforms.

Regarding the Beirut port, Diamons revealed work on developing a legal perception of the establishment of an organized body or a separate board of directors, which would enhance transparency and competence in the facility’s management, stressing that the port is still at the top of the ministry’s priorities. He explained that a temporary committee is currently taking over the port of the port, at a time when efforts are continuing to develop infrastructure and enhance operational efficiency, allowing the port site to be restored as a vital and advanced regional facility.

As for Beirut International Airport, Diamons confirmed that the security of the airport is a national priority that is not subject to any internal or external political considerations, stressing that security measures are being managed exclusively by the relevant Lebanese agencies. He pointed out that there is a permanent effort to ensure that the airport continues as a sovereign facility.

In the context of enhancing the security of the port and the airport, the minister explained that an integrated plan is currently implemented in full coordination with the army, customs and competent authorities, and includes advanced inspection equipment (Scanner), stressing that any defect is treated according to the legal and administrative principles.

Regarding the fight against smuggling through the airport, Rassamni stressed that the current stage witnessed a series of strict measures that strengthened censorship and inspection, in close cooperation between the airport security apparatus and the customs authorities. He revealed a future plan to supply the airport with advanced technology to support the human element and enhance automatic control, which contributes to reducing smuggling attempts.

On the René Moawad Airport – Qulayat, Rasamani explained that the ministry is looking at him as a strategic project for the development of northern Lebanon, and the Dar Al -Handasah Company has been assigned to prepare a comprehensive feasibility study to determine the nature of the airport and the scope of its operations, whether it was adopted as a traditional airport or within an integrated “city city” project, stressing that the decision will be based on clear technical and economic foundations.

In response to a question about a national strategy for the aviation sector, Rassamani stressed that the ministry is working on developing a strategic framework that includes the development of Beirut Airport and the activation of Qulayat Airport, within a sustainable vision that takes into account economic growth, stressing the importance of this sector as a pillar of regional and international growth and integration. He pointed to the ministry’s keenness, despite the failure of the current government’s life to consolidate this vision as a basis for a serious future follow -up.

Thus, Minister Fayez Rasamani puts a comprehensive vision to develop vital infrastructure in Lebanon, based on a clear commitment to reform and transparency, and in an effort to return Lebanon to the air and commercial navigation map in the region.
