Lebanese Prime Minister Nawaf Salam confirmed his adherence to the project of reform and restoration of sovereignty,
Stressing that “there is no weapon outside the state”, and that the current government is committed to rebuilding the state on transparent and fair foundations.
These statements came during a ceremony held at the Lebanese consulate in the Emirates, in the presence of a crowd of the Lebanese community, who interacted with the peace situations that carried promises of fundamental change,

President Salam started his speech by saluting the people of the Lebanese community in the Emirates,
He praised their important role in supporting Lebanon During the past years,
Especially in light of the repeated crises that stormed the country.
He stressed that their presence in the Emirates was an economic and social crane for Lebanon,
Pointing out that immigration was an emergency option as a result of wars and successive collapses.
Salam said:
“I know most of you left Lebanon because of the abnormal conditions that the country lived for decades.
But your role from abroad was and still is essential in supporting the Lebanese economy and maintaining the Lebanese’s association with their homeland.
Victory of historical opportunities
And in a historical review of the opportunities that were not exploited as it should,
Salam spoke of articulated stations that Lebanon could have achieved qualitative leaps,
However, political mismanagement prevented this. He pointed out that the application of the Taif Agreement was selectively, which weakened confidence in political institutions. He also pointed out that Lebanon did not take advantage of the Israeli and Syrian withdrawal, which contributed to the continued fragility of the state.
He added:
“We lost a lot of opportunities due to the absence of a unified vision. Today we have a new opportunity to rebuild, and we must not waste it as happened before.”
Peace from the Emirates: The government project is reform first
Salam stressed that the government, which has gained confidence only three months ago, has already began to implement basic reforms, despite obstacles and challenges. The most prominent of these reforms was the amendment of the banking confidentiality law, which was approved in Parliament, which would contribute to fighting corruption and revealing the sources of legitimate and illegal funds.
He also pointed out that the government is in the process of completing the project to restructure the banking sector, address the financial gap, and restore confidence in Lebanese banks. He added:
“We are also working to enhance the independence of the judiciary, and we launched projects in this context and we hope it will be issued soon.”
Transparency in administrative appointments
Salam touched on the issue of appointments in the state, pointing to the adoption of a new mechanism that adopts transparency, competitiveness and efficiency, stressing that future appointments, including the Council of Development and Reconstruction, will be done through this mechanism. Two organizers of the telecommunications and electricity sectors were launched, in preparation for the reform of these two vital sectors.

In his most intense and clear statements, Salam stressed that extending the authority of the state over the entire Lebanese territories is a goal that is not retracted, and stressed the need to limit the weapons in the hands of the Lebanese state only, in line with what was stipulated in the Taif Agreement and the ministerial statement of the government.

“We have devoted three paragraphs in the ministerial statement that emphasize the extension of the full sovereignty of the state, the restoration of the decision of war and peace, and not to allow any weapon outside the framework of official institutions.”
He explained that the continuation of the Israeli occupation of some points in southern Lebanon, as well as spying via satellites, balloon and customer networks, hinders the process of restoring full sovereignty.
Municipal and legislative elections
Regarding the constitutional benefits, Salam stressed that the government has completed the municipal elections on time, and is preparing to hold parliamentary elections in less than a year. He also revealed the government’s intention to submit a project to amend the election law, which addresses the current gaps and enhances transparency and integrity.
Concrete changes
In reference to the gradual improvement in the country, Salam pointed out that visitors to Lebanon in the coming weeks or months will notice actual changes, especially in infrastructure.
He said:
“It is expected that a large number of expatriates will visit Lebanon this summer, and I promise you that you will see a real change, and the most prominent evidence of this is what began to appear on the airport road from organization and improvement.”
Deposits and banks
At the end of his speech, Salam touched on the issue of banking deposits, and it is one of the most prominent issues that haunt Lebanese at home and abroad. He pointed out that the new law on banking secrecy will help distinguish between legitimate and illegal funds, which paves the way for a transparent and fair mechanism to return the depositors’ money.
He stressed that the reform of the banking sector is a prerequisite for restoring the confidence of the Lebanese and the international community, and to re -launch the economic wheel.
