A note from the Minister of Finance… This is what he announced about the 100,000 stamp


Minister of Finance Youssef Al-Khalil issued a memorandum in which he asked the Treasury Directorate, commercial banks, and companies contracting with the Ministry of Finance to collect taxes and fees not to collect the fiscal stamp duty of 100,000 LBP. From citizens for each payment notice (Form p. 14) approved as an alternative to paying the stamps due to be affixed and whose basic value does not exceed 500,000 LBP. Until 6/30/2024,

The merits of the memorandum stated:

Whereas the transactions that citizens apply to complete with public administrations, institutions, and municipalities, for which the due fee does not exceed 500,000 LBP, require the payment of the fiscal stamp duty in accordance with the provisions of the fiscal stamp duty law, especially Article 20 thereof,

Whereas Article Three of Resolution No. 768/1 dated 12/22/2022 permitted taxpayers to pay the financial stamp duty due on transactions/licenses/licenses… completed with public departments/institutions using Form (p. 14) Notice of Payment of a Financial Stamp Duty at any of the following: Commercial banks or companies contracted by the Ministry of Finance to collect taxes and fees,

Whereas every receipt/notice of receipt of an amount of money given by the state, public institutions and municipalities must bear a stamp duty of 100,000 LBP. Added to the value of the receipt/notice,

Whereas providing stamps to citizens is the responsibility of the Lebanese state,

Whereas, to date, it has been impossible to secure a sufficient quantity of financial stamps to meet the requirements of citizens to complete their transactions, due to the economic and financial conditions that the country is suffering from,

Whereas the Ministry of Finance believes that it is not permissible to burden citizens with additional burdens resulting from not providing the necessary quantities of financial stamps.
