A telegram from Hariri to Putin… What is its content?

Prime Minister Saad Hariri sent a telegram to Russian President Vladimir Putin in which he offered his condolences for the casualties resulting from the terrorist act that targeted the Russian capital, Moscow.
Prime Minister Hariri, on the occasion, expressed his condemnation of this terrorist act, and his solidarity with the leadership and people of the Russian Federation.
